This data set was developed as a temporary layer to visually identify tax parcels that have been affected by improper subdivisions, special exceptions, public service uses, variances, or rezonings from 2003 to present.

The features have not been tested topologically. Domains are used for the "Problem Type" and "Description" to minimize attribution errors.
Layer is comprised of points placed, on a case by case basis, within each of those parcels identified as problematic according to the York County zoning standards; or that have been granted special consideration to bring them into compliance or to grant exception from the zoning ordinance.
