MIXED USE CENTERS are areas designated as optimal for mixed use development. Developments proposed for properties located in a mixed use overlay district could would be expected to contain a mix of interconnected uses and would be subject to staff approval/review. Future amendments to the zoning ordinance could contain more detailed requirements/specifications for the mixed use overlay districts.
The CONCEPTUAL URBAN SERVICES AREA is a boundary proposing the limit to the expansion of public utility services, specifically water and sewer service, in order to limit sprawl and to maintain the fiscal health of York County. The Conceptual Urban Services Area is currently being followed by York County, however, the limitation is currently voluntary for the relevent municipalities. Implementation efforts of the 2025 York County Comprehensive Plan may include interjurisdictional agreements between the County and the relevant municipalities to ensure future adherence to the boundary.
All of the data, principles, conditions, goals and expectations from the Comprehensive Plan Elements provided a physical and ideological framework for the creation of land use districts depicted in the Land Use Plan. These districts were drawn using roads, streams, parcels, parks and other manmade as well as natural boundaries. The district types are intended to concentrate higher densities near urban areas and limit suburban sprawl while protecting natural resources and accommodating residential, commercial and industrial development growth.
